RESOLUTION AUTHORIZING THE TEMPORARY RECLASSIFICATION OF A POSITION WITHIN THE HEALTH DEPARTMENT
RESOLUTION #03-87
WHEREAS, the Health Department has a vacant Public Health Nurse II position in the Health Plan Management Bureau that it has been attempting to fill since October 2002: and
WHEREAS, it is important to fill the position in order to provide contracted services to the Ingham Health Plan Corporation; and
WHEREAS, the Health Department and the Human Resources Department have found an external nurse who has the background and skill necessary to function successfully in the position, but who lacks a Bachelors Degree in Nursing (BSN) and who therefore cannot be employed under the ICEA Public Health Nurse Unit agreement with Ingham County without a ten percent salary reduction; and
WHEREAS, the nurse is not willing to accept the position with the salary reduction condition; and
WHEREAS, after consulting with the Human Resources Department, it is recommended that the Board of Commissioners temporarily reclassify the vacant Adolescent Health Program Coordinator position, a position established under the Managerial/Confidential Employees Personnel Policies; and
WHEREAS, an existing County/ICEA Nursing job evaluation study will make a recommendation to permanently classify the position as part of the implementation of the job evaluation plan.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners reclassifies position number HLHADO001, Adolescent Health Program Coordinator as Nurse Case Manager with a salary range consistent with the ICEA Public Health Nurse Unit salary range for a Public Health Nurse II.
BE IT FURTHER RESOLVED, that the Health Department is allowed to utilize the Credit for Experience criteria in the ICEA Public Health Nurse Unit agreement in order to establish a starting salary for the position.
BE IT FURTHER RESOLVED, that this temporary action shall continue until the County implements the recommendations of the joint County/ICEA Nursing job study, anticipated to be by July 1, 2003.
